Speeding motorists in the Wyre Forest district are to be given chocolate and balloons instead of speeding tickets as part of a recruitment campaign for the Special Constabulary. The move to give speeders sweets instead of fines is designed to highlight the contribution of the volunteer police officers. They will be handing out the balloons and chocolate as part of a road safety campaign this Saturday. It follows a recent police initiative which saw lollipops being handed out to late-night revellers in Kidderminster to highlight the dangers of anti-social behaviour caused by alcohol.
Specials Commandant Chris Cookson said, "We hope it will encourage people to think not only about speed and road safety related issues but also about becoming a Special."
*Following this logic, we should recruit our police cadets from the local state prison. Weird.

Yep. It's the same thing. Time commitment allegedly varies according to desire to do well. Just want the experience? Commitment next to nada. Want the $2000? Be prepared to spend some time.
